Saudi Arabia has introduced stringent measures to prevent unauthorised pilgrimages during the Hajj season. Starting in 2025, individuals attempting to enter Makkah without a valid Hajj permit will be fined SR 10,000 (approximately Rs 2.23 lakh), increased from the previous penalty of SR 1,000 (approximately Rs 22,000).
